PTO By-Laws
The name of this organization shall be the Cedartown Middle School Parent Teacher Organization (PTO). To promote the welfare of children and youth in home, school, and community. To bring closer the relationship of home and school so that parents and teachers may cooperate intelligently in the education of the child. To enhance the educational facilities and opportunities for the students of Cedartown Middle School that are not generally provided for in the school corporation budgets.
This organization shall neither seek to direct the administrative activities of the school not to control its policies. This organization may make suggestions to the administration concerning activities of the school, if such suggestion is made toward the betterment of conditions for all concerned. (i.e. students, teachers, administrators and parents)
Any parent, guardian, or other person standing in loco parentis, with a child enrolled and attending the Cedartown Middle School. Each member of the licensed teaching staff working in the Cedartown Middle School. The principal shall be considered a sitting advisor and/or consultant and will serve on the Executive Board.
The officers of this organization shall be no more than one (1) President, no more than one (1) Vice President and a Secretary/Treasurer. Officers shall be elected at the March meeting of the organization by the members present. Officers shall assume their official duties at the close of the current school year of their election. (i.e., last day of school in June following their election.) Officers shall serve a term of one (1) year and or until their successors are elected. A person shall not be eligible to serve more than two (2) consecutive terms in the same office. The Secretary/Treasurer shall only be eligible to serve one (1) term in office. Officers of this organization shall be elected in the following manner: Appropriate notification of elections will be given to school populace at the January meeting. During the March meeting, the floor will be opened to nominations for the officers and the voting will be conducted by paper ballot. The ballots will be collected and counted by the Executive Committee members present and announced before the close of the March meeting.
A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the remaining members of the executive board committed.
President - The president shall preside at all meetings of the organization and of the executive board committee. Vice President - The Vice President shall act as aid to the President and in their designated order perform the duties of the President in the absence or inability to serve. Secretary/Treasurer - The Secretary/Treasurer shall record the minutes of all meetings of the organization and of the executive board committee, and place copies of minutes of regular meetings in the school library. He/She shall receive all monies of the organization; shall keep an accurate record of receipts and expenditures; and shall pay out funds in accordance with the approval of the executive board committee. He/She shall present a financial statement at every meeting and at other times when requested by the executive board committee; and shall make a full report at the end of the current school year. All officers shall perform the duties outlined above as well as any other duties prescribed in these bylaws; and such other duties as may be delegated to her/him. All officers shall deliver to their successors official materials at the close of their service of office.
The annual meeting of the executive board committee shall be held in July or August of each calendar year, the exact date to be decided upon by the executive board committee.
The regular monthly meetings of the organization shall be on the second Thursday of the following months: September, November, January, March, and May. Should a meeting date/s occur when school is not in session, the alternate date/s will be decided upon by the executive board committee.
Special meetings may be called by the organization or the executive board committee. Appropriate notification will be given to the school populace by the President of the executive board committee.
Three (3) executive board members present at any meeting shall constitute a quorum necessary for the transaction of business of the organization.
There shall be one (1) required executive board committee meeting as described above.
The executive board committee is a representative group of the organization and shall consist of the following: President Vice President Secretary/Treasurer Principal Executive board committee members votes preside. The duties of the executive board committee shall be as follows: To transact necessary business in the intervals between regular meetings and such other business as may be referred to it by the organization or committees requiring or needing assistance. To create standing and temporary committees necessary to carry out the objectives and aims of this organization. To present a report of plans, projects, activities, etc., at the regular meetings. To approve routine bills.
Twenty-four (24) hour notice shall be given for special executive board committee meetings.
Standing and special committees shall be determined annually at the March meeting of the organization. They shall include but not be limited to the following: Fundraising Renaissance Website Facility and Grounds By-Laws Committee chairpersons shall be issued committee guidelines by the executive board committee.
Modern Parliamentary Procedure by Ray E. Keesey shall govern this organization in all cases which are applicable and in which they are not inconsistent with these bylaws. The Modern Parliamentary Procedure copy shall be kept by the PTO. These bylaws may be amended at any regular or executive meeting of the organization by a majority vote of the executive board committee members.
